2.3 The global demand for waste paper is increasing, and the quality of waste paper in different countries is also very different. The amount of primary fiber used in OCC waste paper in the United States is higher than that in Europe and Japan, so the OCC contains more long fibers. Due to the difference in the quality of waste paper, it is necessary to pay attention to the selection of different processes and equipment, and to use different chemical additives.
2.4 In order to reduce product costs, papermakers are striving to purchase cheap waste paper materials. Such as mixed waste paper to sort, buy mixed office waste paper and a variety of difficult-to-process laser printing waste paper, computer printing paper, aniline ink printing waste paper, waxed waste paper and so on. In order to solve the problems associated with deinking, degumming, dewaxing, etc. due to the use of inexpensive waste paper materials, equipment manufacturers are accelerating the development of new technologies and new equipment.
2.5 The waste paper in international trade is dominated by OCC and ONP, and will not change much in the future. Office waste paper is gradually increasing and family waste paper is difficult to handle. At present, the #8 and #11 U.S. scrap prices fluctuate between 1200-1800 yuan/ton, and the blended US scrap 1000 to 1200 yuan/ton. As China's waste paper consumption increases year by year, it is expected that the amount of imported waste paper will be around 10 million tons in 2003, which will increase the impact on the world's waste paper trade, and will affect the price of waste paper in the exporting countries. 3 The Chinese Government has issued a list of additional tariffs on certain commodities, including the United States, for the suppression of China’s export of steel products to the United States, in response to the issue of additional tariffs on waste paper. The announcement immediately attracted widespread attention in the paper industry in China. The enterprises that used waste paper as raw materials, jointly expressed the concerns of the Ministry of Foreign Trade and Economic Cooperation about the additional tariffs imposed on the US waste, aroused the attention of the relevant state departments and held a meeting to conduct research. Representatives at the meeting agreed that:
3.1 Most of the waste paper required by domestic large-scale paper companies depends on imports. Enterprises generally reflect that imported waste paper is not only of guaranteed quality, but also relatively stable sources of supply. At the same time, China's import of waste paper early adopts the way that the environmental protection department issued a permit, and the customs exempted customs duties, which greatly promoted the import of waste paper.
3.2 China is a country with scarce forest resources. In the past, the paper industry mainly used wheat straw as raw material. In order to meet the increasingly stringent environmental protection requirements, many small and medium-sized paper companies in China have gradually turned to waste paper as the main raw material in order to reduce environmental pollution.
3.3 More than half of China's papermaking raw materials are waste paper, and 70% of imported waste paper comes from the United States. The news of importing waste paper tax has drawn the attention of the paper industry. Since 24% of the tariffs will only be directed to the United States, importers may adopt the method of re-exporting waste paper from other countries and regions to increase the price of imported waste paper.
3.4 Some countries leave the good quality and less impurities in the US. The use of poor quality domestic waste paper that has been used for many times will be transferred to China, thereby increasing production costs and reducing product quality.
3.5 The tariffs on waste paper in China were zero. Now that a tariff of 24% is imposed, it means that the tariffs on waste paper are much higher than those on paper and paperboard, and some factories may also purchase high-priced wood pulp, affecting the economic efficiency of enterprises.
3.6 Some companies have to be forced to stop production.
In general, the imposition of additional tariffs on imported US waste is very unfavorable to the development of papermaking companies.
4 The State formulates relevant policies and guidelines for the expansion of waste paper recycling. 4.1 The China Light Industry Industry Association issued the "2002 Specific Recommendations for the Structural Adjustment of Young Industrial Major Industries." There are six aspects involved in the structural adjustment of the paper industry.
