Pilot Printing Package for the Pilot Program for Volatile Organic Pollutant Charges on October 1
In recent months, the Ministry of Finance, the National Development and Reform Commission, and the Ministry of Ecology and Environment jointly released the "Pilot Measures for Volatile Organic Compounds (VOCs) Charges." This initiative targets the petrochemical and packaging and printing industries, with implementation beginning on October 1st this year. The move marks a significant step forward in China's efforts to manage air pollution.
Industry analysts believe that the introduction of VOCs emission charges, along with stricter emission standards across various sectors, is set to trigger a major expansion in the VOCs control market. They estimate that investments in measurement, monitoring, and pollution control could reach as much as 100 billion yuan in the coming years.
VOCs, which are volatile organic compounds under specific conditions, are one of the four main pollutants contributing to PM2.5 and photochemical smog. Although the governance of VOCs started later compared to desulfurization and denitrification, they were officially included in air pollution control measures in 2010.
Under the pilot program, the targeted industries include crude oil processing, petroleum product manufacturing, organic chemical raw material production, primary plastics and synthetic resin manufacturing, synthetic rubber, synthetic fiber production, warehousing, and packaging and printing. These sectors will be required to pay fees based on their VOCs emissions.
Local governments have the flexibility to expand the list of industries subject to these charges depending on regional needs. All collected fees will be remitted to the state treasury and incorporated into public budget management.
Enterprises that directly emit VOCs into the atmosphere must pay the sewage charges. Each discharge point will be assessed based on the number of pollution equivalents, with the equivalent value tentatively set at 0.95 kg.
The push for VOCs control has been gaining momentum since 2013, when the Ministry of Environmental Protection issued the "Volatile Organic Pollution Prevention Technology Policy." More recently, new standards for the petroleum refining industry were introduced, signaling stronger regulatory action.
Additionally, local governments have taken proactive steps. For example, Hebei Province announced plans to implement comprehensive VOCs management in the petrochemical and pharmaceutical sectors, aiming to complete facility upgrades by 2016.
Qi Zhiqiang, deputy secretary-general of the Wastewater Purification Committee of the China Environmental Protection Industry Association, noted that the Beijing-Tianjin-Hebei region has introduced incentive policies for key VOCs sources, offering subsidies up to 30% of administrative costs. This has significantly boosted local pollution control efforts.
Despite these developments, the VOCs governance and monitoring market remains in its early stages, with limited technical and legislative support. However, it is expected to become a core focus of China’s air pollution control strategy during the 13th Five-Year Plan period.
According to securities analysts, the industrial VOCs emission reduction market is projected to reach 180.9 billion yuan by 2020, with 75.522 billion yuan attributed to product use and emission reduction requirements. Meanwhile, the VOCs monitoring market is estimated to be worth 4.865 billion yuan.
Analysts suggest that the VOCs governance sector will develop around three main areas: first, monitoring and treatment technologies, with companies like the People’s Liberation Army Chemical Defense Institute, Jiayuan Environmental Protection, and Hanwei Electronics leading the way; second, environmental materials such as Shenjian and Wanhua Chemical; and third, functional materials including Yuanli and Guiyan Platinum.
Overall, the VOCs control sector is still in its infancy but holds immense potential, with growing government support and increasing private investment driving its development.
